Why does the modified MTU for NIC fail to take effect after a reboot in RHEL?

Issue

Setting MTU in /etc/sysconfig/networking-scripts/ifcfg-eth0 fails to reflect. However, setting the value with commands 'ifconfig' or 'ip link' works.
