APIServer reports "has already instantiated a build for imageid" on RHOCP 4.8

Issue

• The BuildConfig with an ImageChangeTrigger is created on a cluster prior to RHOCP 4.8.

• The apiserver pods log:

  Aborting imageid triggered build for BuildConfig <buildconfig_namespace>/<buildconfig_name> with imageid image-registry.openshift-image-_nregistry.svc:5000/<image_namespace>/<image_name>@sha256:<sha_value> because the BuildConfig already matches this imageid"
