OpenStack deployment fails while configuring overcloud networks

Issue

A new OpenStack deployment fails when configuring the overcloud networking.
Interface name doesn't match NIC hardware configurations from computes.
os-net-config on existing nodes was called to re-provision networking configuration but it fails with this error:

os_net_config.ConfigurationError: Failure(s) occurred when applying configuration
```
