`ServiceInvoker.DeliverSync()` is delayed from http-gateway based service in SOA-P 5.x
Issue
- Http Gateway routes to a Service that uses ServiceInvoker.DeliverSync() to call a second Service
- The second Service is called, but there is a long delay (20 seconds) followed by an INFO 'Unresponsive EPR' message. Then it looks like a re-delivery happens and a successful return
