[RHV-IPI] Machine-API unable to reconcile VMs with 'OVNKubernetes' network type

Issue

• During RHV-IPI (with OVNKubernetes), the machines in openshift-machine-api namespace do not reflect the expected state, even when all the nodes report Ready state.
