Cross account IAM roles in OCP

Issue

Tried out the solution described by Red Hat in this blog post Redhat Blog which works as expected for AWS resources that exist in the same account as OCP itself. However, also need to access AWS resources in other AWS accounts since our developers don't deploy their resources in our AWS OCP account.
