Pacemaker can select wrong fence device when pcmk_host_map and dynamic-list are combined

Issue

• Pacemaker can select wrong fence device when pcmk_host_map and dynamic-list are combined.
• If a fencing device is configured with pcmk_host_check set to "dynamic-list", and a pcmk_host_map option, then Pacemaker may wrongly select the device to fence a target in the host map if the device's list action fails.
