OCP clusters in Manual credentials mode stalled while upgrading to 4.8

Issue

  • The Cloud Credential Operator is degraded upgrading to OpenShift 4.8.
  • When an OpenShift cluster is configured with the credentials mode set to Manual, the upgrade to 4.8 can become stalled if the cloud-credential-operator detects an orphaned CredentialsRequest resource.

  • Red Hat OpenShift Container Platform (RHOCP)
    • 4.7
  • AWS
  • The credentialsMode is set to Manual in the operator.openshift.io/cloudcredential resource, or the deprecated ConfigMap at openshift-cloud-credential-operator/cloud-credential-operator-config data contains a key named disabled set to true.
