User Manager service enters failed state in Red Hat Enterprise Linux 8

Issue

  • After a password expired for a user,

    • That user's user manager service entered failed state
    • That user is unable to run various systemd commands they normally can run

      # systemctl --user daemon-reload
      Failed to connect to bus: No such file or directory
      
    • /run/user/ is missing directories for the noted user

      # id user
      uid=1005(user) gid=1005(user) groups=1005(user)
      # ls /run/user/
      0
      

Environment

  • Red Hat Enterprise Linux 8
  • Systemd version older than systemd-239-68.el8
  • Effected user is configured with lingering
