RHV Host can not be deployed with lldpad errors on the interface

Issue

Various scenarios where RHV deployments fail due to networking issues on the host that lead to lldpad errors in the host's messages:

• lldpad[2059073]: recvfrom(Event interface): No buffer space available

• lldpad[2891]: set_ieee_hw: nlconnect failed abort hardware set, Unspecific failure

Other scenarios related to the same error:

• Self-hosted Engine deployment fails because of host network with error "Non-contiguous TCs - Disabling DCB" spamming the console
• Using bonding on software served FCOE interfaces in a multipath SAN boot configuration may experience I/O errors and can hang on boot depending on the chosen path
• Server is receiving error message, "lldpad[6606]: recvfrom(Event interface): No buffer space available"
