RHV Host can not be deployed with lldpad errors on the interface

• lldpad[2891]: set_ieee_hw: nlconnect failed abort hardware set, Unspecific failure

Other scenarios related to the same error:

• Self-hosted Engine deployment fails because of host network with error "Non-contiguous TCs - Disabling DCB" spamming the console
• Using bonding on software served FCOE interfaces in a multipath SAN boot configuration may experience I/O errors and can hang on boot depending on the chosen path
