No Host is set to SPM in RHEV, both continue to toggle between High and Normal

Issue

• None of the hosts in Data Center can acquire the SPM role.
• The hosts continue toggle between High and Normal but fail to gain the SPM role.
• Host /var/log/sanlock.log contains errors such as:
