Either use another hypervisor and 6.3 or use RHEL6.4

Root Cause

The kernel shipped with RHEL 6.3. (2.6.32-279.el6) has issues and lacks capabilities (clocksource_register), that prevent from using with Hyper-V and were fixed/introduced in RHEL 6.4, e.g.:
