Disconnected upgrade with wrong image in OCP 4

Issue

• After running oc adm upgrade --image , it was made a typo in the image name so the upgrade got stuck.
• Tried to force but failed too:

# oc adm upgrade --to-image <image> --allow-explicit-upgrade --force
