[RHV] host-deploy fails with "Failed to execute stage 'Environment packages setup': Packager install not implemented"

Trying to add an hypervisor host by means host-deploy command, it fails with the follwoing message
"Failed to execute stage 'Environment packages setup': Packager install not implemented"
