RHOSP 16.1 overcloud deployment time

During the FFU (Fast Forward Upgrade) process from RHOSP 13 to RHOSP 16.1, the execution of the command below take a very long time.
# openstack overcloud deploy -
The step executed using RHOSP 13 last 77 minutes while for RHOSP 16.1 it needs more than 244 minutes.
