[RHEV] Why might a Virtual Machine's Disk show an Actual Size is greater than its Virtual Size?

Some of the virtual machines in RHEV are exceeding the disk storage allocated to them.

While checking from inside the virtual machine, it is utilizing far less from what was allocated. Why there is a difference like this?
