Graphical login fails for any user if the user is logged on to a shell session

Issue

• GNOME login fails for any user if the user remains logged into a shell session when switching from "multi-user.target" to "graphical.target".
• The problem can be triggered by any user except for root. It does not matter if the shell session in question is opened locally on the computer or via ssh.
