RHOCP 3 upgrade doesn't complete due to an error creating credentials for oreg_url

Issue

• Upgrading worker nodes fail during the execution of upgrade_nodes.yml playbook.
• Upgrade for one of the worker node fails with below summary:

Failure summary:
