java does not start when installed in a path with multibyte characters

Issue

If the OpenJDK zip archive is extracted to a path that contains multibyte characters, I get the error Unable to load native library and java will not start.

C:\フォルダ\java-11-openjdk-11.0.7.10-1.windows.redhat.x86_64\bin>java -version
Error occurred during initialization of VM
Unable to load native library: X・ﾇ・

    • 11.0.7.10-1 or earlier
