i40e VF down in non-RHEL VM after leaf switch reload or switch port shut/unshut

Issue

During switch port bounce VF remains down when VF has no queues enabled.

Environment

  • Red Hat Enterprise Linux 7.8 (RHEL7.8)
  • Red Hat Enterprise Linux 7.9 (RHEL7.9)
  • kernel 3.10.0-1127.el7 thru kernel-3.10.0-1160.15.2.el7
  • Red Hat Enterprise Linux 8.2 (RHEL8.2)
  • Red Hat Enterprise Linux 8.3 (RHEL8.3)
  • kernel 4.18.0-193.el8 thru kernel-4.18.0-290.el8
  • i40e VF used by non-RHEL VM (Reported in Cisco VM using DPDK 19.08.0
  • any VM using i40e VF driver which deletes queues during port disconnect
  • does not happen for RHEL VM using i40e VF
