Network Policy is not working between namespaces in RHOCP 4.x

Issue

• Network Policy doesn't work between the namespaces until proper labels are applied.
• Unable to connect to ClusterIP which is present in the namespace where network policy is applied:

$ oc rsh httpd-78bddd99bc-dt5xf
sh-4.4$ curl 10.0.0.0:8080
^C
sh-4.4$ exit
