Proxy settings don't propagate correctly when installing OpenShift 4 on Azure

Issue

  • We have a datacenter extension/virtual datacenter on Azure.
  • All public Internet-bound communication is going through a central proxy.
  • We want to deploy OCP within said data center extension infrastructure.
  • We have http proxy in install-config.yaml specified.
  • The installation creates Control (Master) Nodes only.
  • We expect installation to create both master and worker nodes as specified within install-config.yaml.

Environment

  • Red Hat OpenShift Container Platform (OCP) 4
  • Microsoft Azure environment
