Issue

On an AMD Rome platform setting the "CPU Power Management" BIOS option to "Maximum Performance" introduces substantial boot delays. The system may also fail to boot, presenting emergency console.

Environment

  • Red Hat Enterprise Linux 8.4
  • AMD Rome platform (seen with AMD EPYC 7702 and Dell PowerEdge R6525)
  • Matrox G200eW3 Graphics Controller
