Can't start Microsoft Windows VMs in disconnected environment

When creating a Microsoft Windows VM in a disconnected environment, aside from having the CDI importer and the operating system disk pulled, there is also a virtio-win container disk that is being used.

This container image is being referenced with tags, but it is not part of the mirroring phase of the operator and all the related images.
