Can't start Microsoft Windows VMs in disconnected environment

Issue

When creating a Microsoft Windows VM in a disconnected environment, aside from having the CDI importer and the operating system disk pulled, there is also a virtio-win container disk that is being used.

This container image is being referenced with tags registry.redhat.io/container-native-virtualization/virtio-win, but it is not part of the mirroring phase of the operator and all the related images.
