"podman rm -f" gets the error "ERRO container has already been removed"

Issue

• podman outputs the error when removing a container run with --rm option even though the container has been actually removed.
• The error messages

    ERRO[0010] Error stopping container <container id> exec sessions: container has already been removed
    Error: error saving container <container id> state: container has already been removed

• The error doesn't occur if "/sbin/init" is specified as a container process.
