Is it possible to require explicit quota to consume a resource in OpenShift 4?

Issue

• In OpenShift 3 it was possible to require explicit quota to consume a resource.
• Without this feature when an additional storage classes during the life of the cluster to answer specific needs (latency, availability, encryption, segregation etc.) gets created a resource quota needs to be created as well in every single existing and future project for preventing the storage class to be consumed by undesired projects
