Accessing OpenShift metrics in a tenant aware way

Issue

• With the addition of the monitoring of user defined projects OpenShift users want to be able to either collect application metrics into a central place where they can be aggregated and analyzed or to build dashboards, typically with Grafana for their own purpose.
• For obvious security reasons it is important to have a way of only providing access to the tenant relevant metrics and not to metrics belonging to another tenant.
