Tomcat closes HTTP2 connection with 'Too much overhead' exception

Issue

  • We see some HTTP2 connections are abruptly closed by Tomcat. With additional debugging, we see the following exception:
FINE [https-openssl-nio-10443-exec-10] org.apache.coyote.http2.Http2UpgradeHandler.upgradeDispatch Connection error
