Can't access ArgoCD secret installed by GitOps Operator in ROSA/ARO

Issue

• Trying to access the ArgoCD instance installed with Red Hat Operators gives the following error:

  Error from server (Forbidden): secrets "argocd-cluster-cluster" is forbidden: User "XXX" cannot get resource "secrets" in API group "" in the namespace "openshift-gitops"`.
