RH-SSO 7.4 Fails to Start on RHEL 8.3+ with FIPS mode enabled

05:23:49,860 FATAL [org.keycloak.services] (ServerService Thread Pool -- 68) org.keycloak.component.ComponentValidationException: Failed to generate keys
