JBCS httpd forward proxy hits 400 errors after 2.4.37 SP7 update

Issue

After updating JBCS httpd, we see 400 responses with the following error from our forward proxy configuration:

[proxy_http:error] [pid 1424:tid 139830419736320] [client 127.0.0.1:47096] AH10262: overlong proxy URL scheme in longhost.com:443
