"openstack volume backup create" fails with VolumeBackupSizeExceedsAvailableQuota

Running the command we use to take the backup (incremental in this case) fails with error VolumeBackupSizeExceedsAvailableQuota
# openstack volume backup create --force --name BackupName-$(date '+%Y-%m-%d') --incremental <Volume Name/ID>
