Japanese font is shown as squares on text console if RHEL8.0 is installed in Japanese

Issue

When RHEL8.0 is installed in Japanese, default LANG is set to
en_US.UTF-8 on text console, but standard output displayed in Japanese.

This problem does not occur on RHEL7.6.

How to reproduce (for example)


1. Start installing RHEL8 GA by virt-manager 2. Choose Japanese as a Language during installing 3. Reboot after finishing installing RHEL8 4. Open a console of the RHEL8 machine on virt-manager 5. Run a none-exists command # hoge 6. You can see character corruption. # hoge -bash: hoge ■ ■ ■ ■ ■ ■
