VM Bridges are in the "down" state on a RHEV-H reboot

Issue

On a system with 8 NIC interfaces, the VM bridge devices are marked as "down" when the RHEV-H systems reboot. This causes the VM's to be unable to access any networks. Logging into the system and running "ifup <bridge>" re-enables the bridge devices and the VM's can access the networks they are configured to access.
