[Satellite6] Adding a package for an incremental update of a CV adds nothing

Issue

• via hammer or direct API call, we add a package specified by package_id to a Content View to do the CV incremental update
• after the incremental update task finishes (successfully), no change in the CV content happens
• the CV (minor) version as well as task outcome does not contain expected "Packages:
  xyz-1.2-3.noarch" statement
