Why does browsing priority queue not respect priorities in qpid broker?
Issue
Having some messages with different priority in one queue, consuming the messages follows priorities (messages with the highest priority are consumed the first). However browsing the queue does not respect priorities - browse mode returns messages in first-in-first-out manner.
There can be confusion with ordering of messages one receives by browsing the queue and draining it. Is that a mistake or on purpose?
