Ceph - A Ceph Podman container service fails to start with error stating 'You have to remove that container to be able to reuse that name.: that name is already in use'

Issue

• When attempting to restart a failed containerized Ceph service managed by podman we see the following error:

You have to remove that container to be able to reuse that name.: that name is already in use
