RHOSP 13 to 16.1 Upgrades: nova_hybrid_state task skipped and not starting `nova_compute` container on compute nodes.

Issue

• Tenants can experience issue like volume attach/detach, VM create/boot experiencing problem during upgrade.
• The nova_compute 16.1 container is not started after hybrid-state run step i.e. paunch-command that start the hybrid containers hasn't run on the compute nodes.
