Why Is Ansible Tower Workflow Template Not Respecting Limit From the Child Job Template?

When the job is run from the Workflow template using the following settings, LIMIT is not respected - The limit from the defined template is not used.
- There is a BLANK inventory and limit in the Workflow template, this is intended
- There is a DEFINED limit in the template node of inventory AND limit

- Ansible Tower 3.8
