Karaf Feature - override for config ist not taken into account

Issue

Within our feature we defined a config section using the "config" element. For the "config" element we specific that it should override any existing files.

However using hot deployment this seems not to work. What we see:
- with the first deployment the corresponding .cfg file is created in the /etc folder (as expected)
- when updating the feature with new "config settings" nothing happens - the cfg remains the same

So from our site this looks like a bug and an analysis is appreciated.
