Why meta/requirements.yml Is Not Supported In Ansible Tower ?

Issue

Can not use meta/requirements.yml in Tower. Roles can be specified in roles/requirements.yml but this is however not an actual dependency and if a role is missing, the playbook runs until it breaks on "role not found".
