EgressIP fails to get assigned to a node with `NoMatchingNodeFound` error in OVN-Kubernetes

Issue

• Unable to assign EgressIP to a node in a cluster using OVN-Kubernetes CNI.

• Label k8s.ovn.org/egress-assignable is already assigned to the nodes but EgressIP does not get assigned to any node.

• Egress IP configuration was working until the cluster was gracefully shut down and restarted, causing the Egress IP to fail and not get assigned back to any of the nodes having the label k8s.ovn.org/egress-assignable set.
