Unable to access Kibana logs after upgrading cluster to OpenShift 4.5 or above

Issue

After upgrading an OpenShift 4.4 or lower cluster to OpenShift 4.5 or above, some cluster users experience permission errors when attempting to view Kibana logs, such as:

Environment

OpenShift 4.5.x and above (upgraded from 4.4.x and below)
Cluster Logging Operator 4.5 and above (upgraded from 4.4 and below)
