How to restrict a user to create floating IPs only on the networks designated for floating IPs

Issue

We have two types of networks we want to use in OpenStack:

  • Floating IP Network for clients that use NAT
  • Provider Network for clients that will utilise subnet pools

User can allocate a floating IP from any of the above networks through Horizon or the CLI.
We would like to restrict this so a user can only create floating IPs on the networks designated for floating IPs.
