Failed to add additional bare metal nodes to OpenShift 4

Issue

Installation of an OpenShift 4.7 bare metal cluster using Red Hat Advanced Cluster Management 2.2.
Some nodes did not come up properly and were stuck in provisioning state.

$ oc get bmh
