The flock command does not time out in the rpm scriptlet in Red Hat Enterprise Linux 8

Issue

• The flock command is used in the rpm scriptlet of a custom rpm package.
• The timeout value was given with -w option of the flock command, which expects that it fails if the lock can not be acquired with the specified period.
• But the timeout didn't happen, and the rpm command got hang indefinitely.
