Creating service type loadbalancer with loadBalancerSourceRanges does not work

Issue

  • Creating a service with the loadBalancerSourceRanges: set does not create a Octavia loadbalancer listener with no allowed_cidr configured.
  • Unable to create a service of the type LoadBalancer with loadBalancerSourceRanges set.

Environment

  • Red Hat OpenStack Platform (OSP) 16.1
