OpenStack ironic inspector is not updating ports after introspection of nodes

Issue

If the mac address of an overcloud node is updated by the ironic inspector after introspection ironic will add the introspected mac address to the baremetal node's port list instead of updating the existing port.

Previously in Red Hat OpenStack Platform 13 and older the default behavior was to only keep the latest port.
