Red Hat OpenShift Container Platform - API not available when two Control-Plane Nodes are failing

Issue

• We did execute some disaster tests. During this test, we recognized that in the case when two of three masters were down the API was no longer available. Our expectation was that we would at least be able to access the API in read-only mode
• The OpenShift - API is not available when two Control-Plane Nodes are failing
