Not possible to install packages into ose-jenkins-agent-base in RHOCP4.6

Issue

• Trying to install any additional packages into the ose-jenkins-agent-base using and OCP4.6 version, fails. The error will be this one:

  This system is not registered to Red Hat Subscription Management. You can use subscription-manager to register.
  Error: There are no enabled repositories in "/etc/yum.repos.d", "/etc/yum/repos.d", "/etc/distro.repos.d".
  subprocess exited with status 1
